Can I use Outlook.com POP access without SSL/TLS security?

No.

Outlook.com is only available through POP3 on port 995 and with TLS encryption.

Can I access Outlook.com on port 110?

No.

Unencrypted POP access or POP access using STARTTLS security on port 110 is not available for Outlook.com.

Which emails will my email program download?

The POP3 email client will download all emails from the Outlook.com Inbox folder that it has not downloaded yet.

You can move emails to the inbox to have the email program see and download them.

Can I replace ‘@’ in the user name with another character?

Alas, no.
